Free and visa-free for 30 days, but only for somebody who already holds a valid US, Canadian, UK or Schengen visa and can show proof of vaccination against measles, rubella and polio. A Romanian or Bulgarian passport holder is in Schengen and so is never issued a Schengen visa — without an American, Canadian or British one in the passport the waiver does not apply, and the visa is bought at the port of entry.
